JOB REQUIREMENTS: Essential Duties and Responsibilities include the

following. Other duties may be assigned. Provides public health expertise and leadership to the Health Division. Collaborates with the Health and Human Services Director to establish annual public health priorities and goals, and to identify key program performance indicators, measure them over time, and analyze them for suggested changes. Provides leadership to drive the development of the Community Health Assessment, the Community Health Improvement Plan, and the public health strategic plan. Leads the agency\'s quality improvement, performance management, strategic planning, and workforce development teams. Monitors the status of the community to identify health needs. Develops, implements, evaluates, and revises public health programs to mitigate or eliminate identified health needs. Delivers targeted, culturally appropriate information to help individuals and groups understand health promotion and disease prevention information. Ensures the delivery of public health nursing services is evidence-informed, best practice, and builds the scientific basis of public health. Writes and updates internal public health policies and procedures; assists with policy development within the County government and community. Monitors public health policy issues at the federal, state, and local level and coordinates with public health professionals from other agencies and jurisdictions, including, but not limited to, the Wisconsin Department of Public Health (DPH) and the Centers for Disease Control and Prevention (CDC). Ensures program compliance with federal, state, and agency statutes, codes, standards, policies, and procedures. Provides oversight of community health education and public relations. Builds relationships with community agencies and members who are committed to improving the health of the community. Serve as a member and possible facilitator of local community partnerships. Represents Calumet County Public Health in meetings including, but not limited to: Health and Human Services Board meetings, regional health officer meetings, regional CAHL (Community Action for Healthy Living) committee meetings, and the FVHERC (Fox Valley Healthcare Emergency Readiness Coalition) meetings. Directs and approves the Health Division\'s planning, training, and exercising activities to prepare for public health emergencies. Serves as the Health Division representative to the Emergency Operations Center during Public Health Emergencies. Acts as a member of the Incident Command System. Functions as vaccine coordinator. Assures proper inventory, transportation, and storage of vaccine. Assures all requirements of the Vaccine for Children (VFC) program are met. Leads preparation for state and federal site visits and audits. Participates in local immunization coalition meetings and initiatives. Serves as Wisconsin Immunization Registry and Wisconsin Electronic Disease Surveillance system administrator for new users. Leads the public health accreditation readiness activities. Leads public health staff in establishing annual goals and action plan. Organizes, distributes, directs, and delegates work to staff fairly and impartially. Provides clear and appropriate directions to employees. Provides training and coaching to staff. Ensures that staff have the resources and flexibility to learn and perform their jobs and improve their job performance. Leads and facilitates public health staff meetings and work groups and ensures proper accountability of all program staff. Coordinates and/or delegates in-service training and continuing education for public health staff; coordinates student experiences within the Health Division. Supervises the purchase, arrangement and repair of all Public Health equipment and supplies. Provides information to the Health and Human Services financial manager to develop the annual budget for Public Health programs. Works with the Health and Human Services fiscal staff to prepare grant and programmatic budgets, and monitors and oversees grants and budget activity for public health. Oversees grant writing for grant funding, including the consolidated contract process, and monitoring of secured grants (data collection, written reports) as needed for each program. Assists with collecting information for the annual report, state reports, and grant reports. Functions as the County Health Officer in accordance with Wisconsin 251.06. Enforces state public health statutes and rules, any regulations that the local board of health adopts, and any ordinances that the Health and Human Services board enact if those regulations and ordinances are consistent with state public health statutes and rules. Lead investigator for human health hazard investigations and orders for abatement. Issues isolation and quarantine orders as needed for communicable disease containment. Responsible for communicable disease follow-up in our jurisdiction. Lead for communicable disease policy questions for our jurisdiction and for county employees. Oversees and assures that Public Health meets appropriate professional standards, including the minimum required to be a Level II Wisconsin Health Department. Reports to work as called in 24/7 in a public health crisis or emergency and performs public health emergency response duties as assigned and consistent with training provided. May perform vaccination or TB skin testing PRN. It is unlikely an employee will perform all the duties listed nor is the list exhaustive in the sense it covers all the duties an employee may be required to perform. The examples are merely indicative not restrictive. Supervisory Responsibilities Directly supervises Public Health employees in the Health Division. Carries out supervisory responsibilities in accordance with the organization\'s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; approves leave and timecards. \*\** OTHER EXPERIENCE AND QUALIFICATIONS: Comprehensive knowledge and skills in current nursing theory and practice. Comprehensive knowledge of local, regional, and state resources. Good knowledge of public health standards. Ability to establish and maintain effective working relationships with clients, families, medical community, community partners, other agencies, staff, and the general public. Ability to communicate effectively orally and in writing.
