Salary: $61,500 - $76,875

Functions:

In accordance with established policies and practices, performs and is responsible for City required building utility construction inspection program, building utilities plans review, backflow protection/ prevention program, utilities mapping, and capital construction project inspections. Manages and administers water conservation and drought contingency plan, performs customer service irrigation audits as well as other such delegations of the Utilities Manager. Confers with owners, violators, and authorities to explain regulations and recommend alterations in construction, specifications, or system operational parameters.

Responsibilities and Duties (Essential Functions):

  • Develops, initiates, and maintains City Water Conservation/Drought Contingency program, including preparing conservation related educational information, performing customer irrigation audits, and maintains plan reporting with TCEQ, TWDB and LCRA requirements.
  • Identifies, documents, and provides notice to owners and/or violators of non-compliance violations of water conservation and drought contingency plan.
  • Confers with contractors, architects, engineers, Utilities officials, and others as necessary regarding inspection requests, construction codes, and building plans related to utility system backflow and landscape irrigation.
  • Manages City irrigation permit system. Reviews plans and inspects installations to ensure City and state regulations are in compliance.
  • Develops, initiates, and maintains City Backflow/Cross-Connection Prevention program including: the inspection of all irrigation systems connected to the City system; customer service inspections; and maintaining a list of approved licensed irrigation installers.
  • Develops Citys native and drought-tolerant plant list and demonstration gardens. Maintains demonstration gardens and promote public knowledge of benefits of native plant conservation.
  • Conducts technical irrigation training for customers. Provides individual and group presentations to advance the Citys water conservation program and initiatives.
  • Writes and publishes articles to inform the public on water conservation and cross connection safety.
  • Coordinates with local, regional, and state agencies to ensure water conservation best management practices for the City are researched, presented, and maintained.
  • Strives for exemplary internal and external image in quality, safety, fairness, and appearance of all work performed or supervised.
  • Implements and enforces new regulations, rules, and requirements.
  • This position requires equal amounts of in the field and desk duties and at times, may need to schedule nighttime hours to monitor customer compliance with irrigation schedules.
  • Performs other duties as may be assigned.

Minimum Training, Education and Experience Required:

  • Four years related experience and/or training; or a bachelors degree from a college or university; or an equivalent combination of education and experience. High school diploma or equivalent required.

Preferred Training, Education and Experience:

  • Five years related experience and/or training; or a bachelors degree from a college or university plus two years of experience; or equivalent combination of education and experience. Degree in Engineering, Environmental Sciences, or other closely related field.

Requirements Certificates/Licensures:

  • Valid drivers license
  • Ability to obtain and hold, in good standing, a TCEQ Backflow Prevention Assembly (BPAT) License, an Irrigation Inspection (II) License and TCEQ Customer Service Inspection License within the first year in this position.

Knowledge, Skills and Abilities Required:

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to read a variety of correspondence, reports, architectural drawings, schedules, forms, etc. Requires the ability to prepare correspondence, reports, forms, activity logs, etc.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, city council, and the general public.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to use computers, software applications, enter information into databases or GIS systems.
  • Knowledge of conservation efforts that curb peak system demand, defer needs for new construction of treatment, storage and conveyance facilities.
  • Knowledge of ways to reduce water costs, and audit procedures residents and businesses can undertake to conserve resources.
  • Knowledge of applicable Federal, State, and local laws, codes, and regulations governing water and wastewater operations, and environmental compliance.
  • Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of street layouts and routes.
