Security Specialist - Crisis Response Portfolio

Provides security-related technical expertise to the Crisis Response portfolio of humanitarian programming. Acts as the primary advisor on security matters, overseeing preparations and responses to security situations. Ensures compliance with organizational policies on security, crisis response, emergency management, and duty of care. Analyzes ongoing security situations, recommends risk mitigation strategies, and advises on access strategies. Serves on the HQ Emergency Management Team and provides strategic guidance to support security risk management and program growth. Participates in the startup of new Crisis Response countries and provides support during security leave or increased needs.

Accountabilities


  1. Serve as the primary resource for security issues within the Crisis Response portfolio.
  2. Manage and coordinate security programs, including privacy, physical security, and investigations, ensuring compliance with FHI 360 policies.
  3. Mitigate risks in high and extreme risk environments by analyzing trends and implications.
  4. Review and update scenario and contingency plans, validating evacuation routes regularly.
  5. Lead incident response as part of the HQ Emergency Management Team.
  6. Conduct security risk and threat assessments, providing regular reports.
  7. Support business development with security analysis, management plans, and proposal inputs.
  8. Develop and manage security training programs.
  9. Review and approve country-level Security Management and Emergency Action Plans.
  10. Mentor country Security Management Teams.
  11. Monitor intelligence sources and disseminate security alerts.
  12. Manage contracted security professionals and vendors.
  13. Develop security policies, tools, and procedures specific to humanitarian contexts.
  14. Advise leadership on security issues and investigate risk management concerns.
  15. Ensure compliance with regional laws and maintain relations with external agencies.
  16. Work with country and project leadership on local security regulations.
  17. Implement security regulations consistently and establish principles for humanitarian access.
  18. Contribute to guidelines on humanitarian access and engagement strategies.



Applied Knowledge & Skills


  • Knowledge of security technology, document control, and physical security.
  • Understanding of INGO security practices and government directives.
  • Knowledge of humanitarian principles and their application.
  • Excellent communication skills.
  • Project management experience.
  • Security training development and evaluation skills.
  • Ability to coordinate and lead teams.
  • Experience working with external agencies and regional teams.


Experience
  • 8+ years in security within NGO, corporate, government, or military contexts.
  • Experience in NGOs and conflict settings preferred.
  • Proven record in security strategy implementation and risk management.
  • Experience in negotiations and vendor management.
  • Fluent in English; French or Spanish preferred.


Additional Requirements
  • Ability to respond effectively to crises and manage security goals.
  • Strong communication with government and international agencies.
  • Ability to maintain composure under stress.
  • Supervisory experience and ability to provide technical guidance.
  • Proficiency with security technology and communication devices.
  • Willingness to travel up to 50%.
  • Educational background in Criminal Justice, Homeland Security, or related fields; Masters preferred.
  • Certifications such as ASIS CPP desirable.
