Summary The primary purpose of this position is to serve as DoD executive agent and command level senior "program manager," applying Air Force military rated aviator experience to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for executing global transoceanic aerial deployment. Responsibilities Applying Air Force military rate aviator experience, serves as DoD executive agent, command project officer, and functional expert for combat aircraft global deployment planning and execution. Analyzes, develops, and evaluate detailed plans, goals, and objectives for global deployment program(s). Programs relate tone or more of the following tactical or strategic areas. Serves as command OPR for procedural matters affecting command automated computer systems used in deployment planning. Prepares and delivers written a d oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in operations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide ran e of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, in tactical airlift, deployment, mobilization, Planning, Programming, and Budgeting System (PPBS), special operations, exercise, foreign military sales, contingency, or similar operations. Thorough knowledge of flight o rations and aviation concepts, principles, and practices as applied to aerial deployment planning, goals, procedures, guidelines and requirements for long duration flights, air navigation, air refueling operations, worldwide missions, functional activities, and combat aircraft planning policies, contingency mobility war plans, deployment flight operations, flight safety issues, in-flight communications, and supported aircraft capabilities and limitations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. In-depth knowledge of Federal Aviation Administration (FAA) regulations, International Civil Aviation Organization (ICAO) regulations, Flight Information Publications (FLIP) documents, Department of Defense (DoD), Air Force and Major Commands (MAJCOM) directives pertaining to airspace matters, international airway structures, oceanic routes, controlled and special use airspace, aeronautical charts, airfield information and restrictions, en route supplements, flight safety and security regulations, and diplomatic clearance requirements in order to effectively carry out transoceanic deployments. Knowledge of database management and ability to define data needs, identify software shortfalls, and recommend software changes to optimize functional capabilities and interfaces of current deployment planning computer software. Knowledge of and skill in using and troubleshooting various command unique deployment computer based software programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, tactical airlift, deployment, mobilization, exercise, foreign military sales, PPBS, special operations, and contingency operations involving vital national objectives. Knowledge of the application o Air Force rated aviator (E.G., pilot, navigator) expertise as it applies to aerial deployment planning, goals, procedures, guidelines and requirements for long duration flights, air navigation, air refueling operations, world-wide missions, functional activities and combat aircraft planning policies, contingency mobility war plans, deployment flight operations, flight safety issues, in-flight communications, and aircraft capabilities and limitations. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities in overall program planning and execution of military operations and evaluation. In-depth knowledge of FAA relations, ICAO regulations, Flight Information Publications (FLIP) documents, DoD, Air Force and MAJCOM directives pertaining to airspace matters, international airway structures, oceanic routes, controlled and special use airspace, aeronautical charts, airfield information and restrictions, en route supplements, flight safety and security regulations, and diplomatic clearance requirements. Skill in designing and conducti g comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. Skill in using trouble shooting various DoD unique deployment computer based software programs such as Consolidated Air Mobility Planning System (CAMPS), the Combined Mating and Ranging Planning System (CMARPS), the Mission Editor (MSED) program, the Aircraft Delivery Information System (AIDS), and the Joint Mission Planning System (JMPS). Ability to plan, organize, and Iead others in studies or projects and to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
